Dear Attorney General Brown,

A year ago last August, at the suggestion of the local FBI field office, we sought help from our Congressman Kevin McCarthy of the 22nd District regarding the ongoing harassment and terrorization of our family by local Los Angeles County Sheriffs and other agencies, regarding a neighbor who had been harassing our family for years. The neighbor was a felon on probation, violating his probation daily and no one within law enforcement would take action against him or his repeated assaults on our family and small children.

Congressman McCarthy's office contacted LA County Board of Supervisor Michael D. Antonovich on our behalf and let us know that an 'inquiry' about this situation was put in from Congressman McCarthy to Supervisor Antonovich. That was the last we heard from our Congressmen about the matter.

At that time of our complaints, we were in constant contact with Supervisor Antonovich's office and we were assured by his Field Deputy Norm Hickling that the Supervisor's office was working to resolve our problems. Mr. Hickling stated on numerous occasions that Supervisor Antonovich's Justice Deputy was 'working our issues'. We informed Supervisor Antonovich's office that we had filed numerous complaints against Lancaster Sheriff personnel, Los Angeles County Department of Probation personnel and had a judicial complaint against Judge [name removed], a bench officer at the Michael D. Antonovich Antelope Valley Courthouse.

While we were being assured to trust Mr. Antonovich and Sheriffs investigations by Mr. Hickling, Supervisor Antonovich's office apparently was orchestrating a concerted, political and premeditated assault against our family using the agencies under his supervision to harass, threaten and silence us in retaliation for complaints made against County agencies and the liability the County could face.

Several days after we had filed a tort claim against the County on August 20th 2008, Mr. Hickling made a false child abuse claim against our family, directing DCFS to the Lancaster Sheriffs to corroborate his baseless, defamatory, malicious, retaliatory claims against myself and children. The allegations were outrageous and extremely damaging but were later proved to be 'unfounded' by the case investigators assigned. These Color of Law abuses are irrefutable with documentation and witnesses to back them up.

On September 4th, 2009, we filed a Federal Lawsuit in US District Court against Supervisor Antonovich and other County agencies for Conspiracy and Constitutional and Civil Rights Violations under Color of Law. This lawsuit is addressing just one situation in what has turned out to be a pattern of multiple County liabilities and abuses.

The damage to my reputation and career as a civil servant has been devastating. The harms and humiliations committed against myself and my family have been catastrophic. The emotional harms inflicted against my children are irreparable and cannot be undone.

We believe this pattern reaches through all levels of Los Angeles County Law Enforcement, including the Superior Court Judiciary. Several Superior Court Judges have been reported to the State Commission on Judicial Performance for their egregious actions taken against my family during this long course of continuing violations.

I am requesting an investigation be opened into this abuse of power by the Los Angeles County Board of Supervisors directed towards my family; using their authority and implied power over the agencies under their supervision to harass, threaten, terrorize, intimidate and silence our ongoing, desperate pleas for help.

I have contacted Senator Barbara Boxer, Senator Diane Feinstein, House Speaker Nancy Pelosi, Congressman Buck McKeon, Congressman Kevin McCarthy and Governor Arnold Schwartzenegger regarding this situation. Still, it is our family's hope that you, as our state's Attorney General, will vigorously pursue this blatant, politically motivated assault against our family and take immediate action.
